How the numbers work
Arizona assigns proposition numbers by category. Measures referred by the Legislature, citizen initiatives and referenda fall into different number ranges, which is why the numbers on a given ballot are not sequential. Prop 144 is a legislatively referred constitutional amendment.
Referred amendment vs. initiative
A referred amendment passed both chambers of the Legislature and went straight to voters, with no signature drive and no gubernatorial signature. A citizen initiative qualifies by petition signatures. The distinction matters for how a measure can be amended later: under Arizona's Voter Protection Act, voter-approved measures are substantially insulated from legislative repeal.
See your actual ballot
The Secretary of State publishes the certified statewide measure list and the publicity pamphlet at azsos.gov. Your county recorder publishes a sample ballot that includes local races and measures. Look at both, the statewide list is only part of what you will decide.
